Minnesota Notary Requirements and Information
Minnesota Notary Commission Qualifications
Notary applicants must:
be at least 18 years old;
be a resident of the state of Minnesota OR a resident of a county in Iowa, North Dakota, South Dakota or Wisconsin. (Non-resident applicants must list the Minnesota county they will be filing in and must designate the Secretary of State as their agent for service of process.)

Notary Education and/or Exam Requirement
Not required for new or renewing Notaries. Secretary of State must maintain a list of entities that regularly offer a course of study for a Minnesota Remote Online Notary that covers relevant laws, rules, procedures and ethics.
Notary Bond Requirement
Not Required
Notary Recordbook (Journal) Requirement
Electronic recordbook (journal) required for use by a Remote Online Notary Public. One or more electronic journals allowed. Must be secure. Each remote online notarization must be recorded in the Notarys journal. Remote Online Notary must create an audio-video copy of each remote notarization.
Notary Seal Requirement
Ink stamp required, paper notarial acts. Rectangular format mandated; must be photographically reproducible. Embosser allowed only in conjunction with ink-stamp.
Electronic seal optional for electronic notarizations performed for physically present individuals if certificate includes certain information specified by statute. Electronic seal required/specified, electronic notarizations for remotely located individuals, using communications technology and subject to statutory requirements and limitations.
Authorized Duties
Acknowledgments;
oaths/affirmations;
verifications on oath or affirmation;
witnessing or attesting a signature;
certifying or attesting a copy (including certifying that a paper copy of an electronic document is a true and correct copy);
noting a protest of a negotiable instrument .
A Minnesota Remote Online Notary may perform the preceding notarial acts subject to requirements of applicable law.
