Kentucky Notary Requirements and Information
Kentucky Notary Commission Qualifications
Notary applicants must:
• be at least 18 years old;
• be a citizen or permanent legal resident of the U.S.;
• be a resident of the state of Kentucky OR have a place of employment in Kentucky, in the county in which applying;
• be able to read and write English; and
• not be disqualified under Kentucky Revised Statutes 423.395.

Notary Bond Requirement
$1,000 Bond Required (4-year term)
Notary Recordbook (Journal) Requirement
• Not required for paper notarial acts performed by a Notary Public.
• Electronic and Online Notaries Public must record all electronic notarizations in one or more electronic journals. A recording (or link to storage location) of the audio-video communication session for every remote online notarization performed must also be created and retained.
Notary Seal Requirement
Not required, but statutory and rule requirements regarding the seal ("official stamp") apply if a traditional Notary, electronic Notary or Online Notary elects to use a seal.
Authorized Duties
• Oaths/affirmations;
• acknowledgments and proofs;
• verifications on oath or affirmation;
• witness or attest signatures;
• certify true copies of documents;
• certify depositions of witnesses;
• note protests.
• A Kentucky Notary may certify that a tangible copy of an electronic record is an accurate copy of the record. An Online Notary Public may notarize for a remotely located individual, using communication technology, and subject to requirements and limitations in statutes and any administrative rules.
