Colorado Notary Requirements
Colorado Notary Commission Qualifications
Notary applicants must:
• be at least 18 years old;
• be a resident of Colorado or have a place of employment in the state;
• be a citizen or legal resident of the U.S.;
• be able to read and write English;
• not be disqualified under CO 24-21-523 (click here)

Notary Education and/or Exam Requirement
• Education course and exam required, new and renewing Notaries.
• Effective 12-31-20, Secretary of State may require training and/or exam for Remote Online Notaries.
Notary Bond Requirement
Not required.
Notary Recordbook (Journal) Requirement
• Recordbook required, paper and electronic notarial acts. Format may be paper or electronic. Paper recordbook must be permanently bound with numbered pages.
• Electronic recordbook must be in a permanent, tamper-evident format complying with any rules of the Secretary of State.
• Effective 12.31.20, a Remote Online Notary performing remote notarizations must record each such act in an electronic journal and must create an audio-video recording of each remote notarization communication session, subject to conditions specified in statutes (and any administrative rules).

Authorized Duties
• Oaths/affirmations;
• verifications on oath or affirmation, acknowledgments and proofs;
• certify copies;
• witness or attest signatures;
• take depositions and affidavits;
• note protests.
• Effective 12-31-20, a Remote Online Notary may notarize for a remotely located individual, using communication technology and subject to requirements and limitations in statutes and any administrative rules.
